Fiber from the cabinet outside my house

My situation is that Virgin optical fiber runs into a cabinet literally outside my window (3 meters away, I could touch it with the end of a broom handle if I stuck it out the window, I am on the ground floor) but my block of flats is served by a cabinet on the other corner of the block that does not have optical fiber. When I ring Virgin to get optical fiber broadband they say my post code shows up as not having access to optical fiber. The chaps in India who operate virgins call center do not really understand the issue and will not help as they have a stock standard answer to only to say yes when the postcode is on the list. Does anyone have any suggestions, if I can manage to get a hold of a technician could they just patch me into the other cabinet? and run a cable to my place. It could work very easily as the cabinet backs up to a hedge then 2m of my garden right to my flat window.
