I've also heard of using heavy military rain ponchos for cover in bucket trucks. Your best bet is probably just to wait for good weather.

ive seen them used on buckets for the phone company before. it looked like a yellow canvas that covered the phone technician while it was raining.

Are there any tents or enclosures that can be fitted on the basket of a bucket truck for splicing in the wind, applicable for fiber to the home splicing?
